Speed signs on A477 Correspondence from Angela
Burns who has been in touch with the Cabinet secretary for Economy and
Infrastructure. Who states “speed data
was collected in 2012 as part of the review of the 40mph and 50mph zones. Mean
traffic speeds in the 50mph showed good compliance, whilst in 40mph section
some speeds in excess of the speed limit were recorded. As such officials are liaising with police
over enforcement at this location. He
asked officials to assess this stretch of the A477 against new guidance for VAS
to determine if a sign could be installed.
The assessment will be completed by the end of this year.
Grongar,
Summerhill has been tidied up.
Clerk to
contact PCNPA enforcement officer regarding the deterioration of Channel View
property which is half built.
Painting of the toilets at New Inn end of Amroth have
been completed. The council thanked Cllr P Davies and Mr Davies.
An audit of the usage of the car park at Amroth has been
conducted from 20th May till 20th September, and
photographic evidence taken. The car park has only been full on 4
occasions. Consultation is due to take
place, end of this year or beginning of next year.
Rubbish
at the side of the road by Stepaside is still there and has not been moved.
The Amroth
Sculpture is not happening now, the council thanked Cllr P Davies for the
effort she put into it.

clerk contacted the council regarding its removal at the beginning of August.
Steps

notified (area maintenance) 9th August – nothing has been done.
Tree

leaking out by the Triangle in Pleasant Valley has been completed.
County Councillor Brinsden report
Information has been received regarding an opportunity to try and
overturn the decision enabling residents in Wisemans Bridge and Pleasant Valley
to connect to mains sewage. Clerk to
distribute information for discussion at October meeting.
Road in Llanteg will be resurfaced from 31 October and will be
closed for 3 days.
A request has been received for community governor at Stepaside
School. It was agreed to discuss at October meeting.
Cllr Brinsden informed the council that he will be standing down
as community councillor in May.
Drainage has been improved on the road down Amroth hill at the
bottom of the hill by Temple Bar. The capacity of the drain has been increased,
but they are not replacing the pipe.
A few complaints have been received regarding the Ironman and the
effects on the business in Amroth.
The signage in Amroth for the ironman ‘diversions’ were wrong, it
would be good if there could be a sign saying Amroth Village open, road closed
at Summerhill. Cllr Brinsden agreed to
raise these concerns at the wrap-up meeting.

meeting Saundersfoot: - Ludchurch quad bikes have been stolen, also been a run
of theft from cars in beach car parks.

new one is going to be appointed.

PCNPA are compiling an online walking group directory for Pembrokeshire,
to support people who want to walk more and benefit from doing so in a social
group. They have requested a list of
groups who do walking in the area.
Advice for community councils working with young people. Local Government Measure (Wales) 2011
introduced new legislation allowing appointment of up to 2 individuals to act
at any one time as community youth representatives.
Pembrokeshire County Council are conducting a
wellbeing survey and are encouraging everyone to fill it in. Public service
providers across West Wales are working together to assess the state of
well-being of local people and communities, now and for the future. Many factors can influence the well-being of
individuals and communities, such as economic, environmental and social
factors.
We would be grateful if you could share your
views on well-being for organisations and businesses by taking some time to
complete our survey:
The information will be used to inform a Pembrokeshire Well-being
Assessment, which will be used by local public service providers to put
together a Well-being Plan for Pembrokeshire (by April 2018).

Housing.
PAVS grant scheme Caring Communities
(revenue and capital) max £5000. Grants will be awarded for new &
innovative projects in Pembrokeshire that pilot ways of building community
capacity, choice and resilience in order to help older people stay healthy and
live independently within their communities or people with a learning
disability to have choice, control and fair access to services in their
community.
The initial proposals for changes to
parliamentary constituencies in Wales has been published www.bcomm-wales.gov.uk. Representations should be made by 5th
December 2016.
A request has been received for signage to the
claypits and the old school garden. The
council have considered the request but do not feel that signs are necessary.
Three letters have been received regarding the
state of the Mountain Chapel Llanteg which were read out. The
grass has been cut this week and access to the graves has been improved/
brambles cut back.
Offer has been received from PLANED to
come and talk to the Community Council about funding opportunities and support
for projects.
Consultation period for PCC Leisure, Culture and Tourism Services has been
extended. A Pembrokeshire County Council
consultation on future options in the delivery of leisure, culture and tourism
services in the county is to be extended by four weeks. The consultation opened on 15th August
and was originally due to end on 16th September. New deadline Friday 14thOctober 2016. If you have not already given your views, we

2015/16
Audit report has been received from Grant Thornton. Posters to be displayed
locally for inspection by electorate.
Code of
Conduct. A letter has been received from
the monitoring officer regarding 2 further administrative tasks to be undertaken by each Town
and Community Council in order to be fully compliant with Section 51 of the
Local Government Act 2000.
Firstly, as soon as reasonably practicable after
revising the Code of Conduct, you must “publish in one or more newspapers
circulating in the area a notice which states that the Council has adopted a
revised code of conduct which states that copies of the revised code are
available at an office of the authority for inspection by members of the public
at such times as may be specified in the notice and specifies the address of
that office.”
Secondly, you must send a copy of the revised code
to the Public Services Ombudsman for Wales.
It was agreed to accept the monitoring officer
offering to co-ordinate this work on behalf of the council for a contribution
to the cost of the advert which is estimated at £30.

Amroth Sculpture. Cllr P Davies circulated further information
about the plans which were discussed. Just
to allay any concerns people may have regarding the sculpture, the following
factors were discussed, outlining the value to the immediate and wider
community of a unique piece of environmental art work for Pembrokeshire: The sculpture will contribute to the ‘Blue Flag’
criteria by highlighting environmental education and demonstrating Amroth is
doing something to protect it. It will
be a ‘community art piece’ which will be iconic, highly visible and add colour
and impact as a feature to attract people to come and see it. It will provide educational value to
encourage young and old to look after the marine environment. There will be a website for use all year to
encourage schools to visit for teaching purposes. It will result is less litter and will
highlight the dangers of global plastic around the world. It was agreed to hold a public meeting with
the local artist so that people can find out more, date to be confirmed.
Planning is
being sought before any funding applications can be submitted. The Community
council has agreed to pledge some financial support towards the project.

Public services ombudsman annual report received.
A resident has written to the council requesting a
memorial bench near the slipway by the life guards. Unfortunately due to
needing a minimum amount of space, in front, behind and to the side of the seat
(These are PCC minimum requirements for Health and safety) we are unable to
meet the required space. When the original seats were sited there were done so
with a PCC officer present, advising us of the required spacing. The ground to
the right of the slipway is owned by Amroth Castle and putting any further
seats closer to the seafront on the righthand side of the slipway will make
them susceptible to damage from the sea in the winter. Winter tides can throw
up some sizeable boulders.

Written
Statement from the Cabinet Secretary for Finance and Local Government,
announcing further detail on the collection and management arrangements for
Welsh devolved taxes from April 2018. WG
are establishing a Welsh Revenue Authority (WRA). The WRA would work
with HM Revenue and Customs (HMRC) to collect and manage Land Transaction Tax
(LTT). The WRA would also undertake most of the
collection and management functions for Landfill Disposals Tax (LDT) and would
delegate compliance and enforcement to Natural Resources Wales (NRW). From 2018, Wales
will raise its own money to spend on public services for the first time in
almost 800 years when stamp duty land tax and landfill tax are devolved.
Higher rates of Stamp Duty Land Tax on purchases of
additional residential properties came into effect on 1 April 2016. This
existing UK Government tax is being reviewed in Wales as part of the Land
Transaction Tax legislation being introduced in September 2016. Stamp Duty Land Tax is being devolved and
will be replaced in Wales by Land Transaction Tax in 2018. Consltation Survey which
closes on 31 August

Update on WG Policy
Draft Local Government (Wales) bill. The objective of the Draft Bill was
to complete the programme of Local Authority mergers and set out a new and reformed
legislative framework for Local Authority democracy, accountability,
performance and elements of finance. Consultation ended 15.02.16.
The Boundary Commission would examine
local council restructuring in 2018, the parameters of which would be set by
Welsh Government. The current 735 local councils in Wales might be reduced by
50%. The Power of Competence might be introduced in 2017. Clerk may require
local government administration training.
Well-being of Future Generations
(Wales) Act 2015
– The Act imposes an obligation on fifty of the largest town and community
councils in Wales to produce a detailed annual report indicating how the
objectives embedded within the Act were being progressed within their
localities. However emphasized that all local councils should seek to produce a
similar, albeit less detailed, annual report as a matter of good practice in
abiding by the spirit of the Act.

account a number of principles.

is the responsibility of the landowner.
The

The council would like to congratulate Cllr Brinsden on his appointment
as chair of Pembrokeshire County Council.

was agreed to take up the offer of a paid horticulturalist to remove
dead shrubs and replace. Clerk to check that the seats will also be
moved.

has been sent to planning regarding the
flags and notices on A477, the
section of road is more cluttered now than before, clerk to investigate.
Tree
across footpath SP1/15 by Cwm Rath. The National Trust have said they will
arrange for it to be moved. An email has been sent to Hean Castle Estate to
remove the tree blocking the river in Stepaside / Pleasant Valley.
A meeting
has been held with Ben Blake (PCC) to discuss improved parking at the back of Amroth parish hall and traffic calming in
the village. Await response.
Code
of conduct training was well attended. The new model
code has been adopted at the AGM.

Speed signs on A477 An email has been sent to the
Trunk Road Agency (TRA) regarding the vehicle activated speed signs and the a
hole in the hedge by Llanteg Village hall.
Officials are still finalising the
guidance for the signs and they will consider this location against the
criteria of the new guidance when it is completed. The clerk also contacted Llangunnor CC regarding how
they obtained speed signs / lights on the A484 Carmarthen to Llanelli in the
vicinity of Cwmffrwd. They were
purchased through Carmarthenshire County Council as the road is not classed as
a trunk road. Clerk to contact

Pembrokeshire
County Council have been contacted regarding the Heritage Park digging into the
cinder tip which was only recently filled to make safe. Awaiting a response.
Public
health (PCC) have been contacted regarding Grongar, Summerhill. They
have agreed to visit the site and secure the building if necessary, they will
also contact the owner about tidying up the garden.
Paint and brushes have been obtained for redecorating the toilets
at New Inn end of Amroth. Date to be confirmed.
It was agreed to photograph the car park over the summer
season for evidence for the NP parking consultation.

Llanteg Community Hall and Association
Pembrokeshire college have students who are willing to
help gardening and painting as part of their course. Llanteg Community
Association have organised for them to help with the Clay pits and village
hall.
At the recent area police meeting, a warning was given
regarding unscrupulous tradespeople who are charging £400 - £800 for jetting drains.
They are particularly targeting vulnerable and elderly people. Anyone with information is advised to contact

Outstanding issues to be addressed:-
Road sinking on Amroth Hill – Streetcare have contacted Welsh water and will continue to put pressure on them until the problem is fixed.

The river on the boundary between Pleasant Valley and Saundersfoot trees are blocking the river. Natural Resources Wales have said that ‘the fords lake at this location is classed as a medium flood risk and therefore they will not allocate any resources to remove the trees – that it is the responsibility of the riparian landowners’. Clerk to contact David Lewis Hean Castle Estate.
Request to have traffic calming in Summerhill has been sent to Highways management PCC. Nothing to report

Toilets at New Inn end of Amroth have been opened for the season.
The committee declined the offer of an additional sign advertising the play area.
ACC must adopt a revised code of conduct by 26 July 2016. The new code of conduct has been distributed to all the councillors and training is being arranged.
A meeting is being arranged with Ben Blake (PCC) to discuss improved parking at the back of Amroth parish hall.

Feedback from the monthly police meeting in Saundersfoot: - There has been a rogue trader visiting elderly residents in Kilgetty offering to do odd jobs and gardening, quoting one price, then charging considerably more. They have a grey transit and a red pick-up truck. If you see any suspicious activity please contact PCSO Jim Moffit on 101.

Clerk to chase up the road signs on the A477.
It was agreed to send a thank you note to Carwyn and Laura Davies Osborne shop behalf of the council for cleaning Bus shelter outside Amroth arms.
Saundersfoot Bay Heritage Regeneration Trust have produced a booklet. For the area which is now available locally for £1. Showing walks and heritage information. An exhibition will be soon open in Colby focusing on the heritage of the area.
It was requested a letter be sent to the Trunk Road agency regarding a hole in the hedge by Llanteg.
The Heritage park are digging into the sinder tip which was only recently filled to make safe.
The Bus shelter in Summerhill continues to be looked after by Cllr Lewis son.
Grongar, Summerhill is garden is completely over grown and there was an attempted break in recently Clerk to contact Public health.

Road sinking on Amroth Hill nothing to report.
The posts for the new Noticeboards at Wisemans Bridge and Llanteg have gone in. There has been a few complaints about the new location of the noticeboard in Llanteg by the bus shelter due to it being further to walk.
Memorial garden. The council were reminded that during the development of the properties on the old village hall site the developers agreed to maintain the memorial garden in return for using the land whilst building. The Council requested the clerk write to Mr David Evans (developer) to remind him of this offer and request they move the seats and also make a donation / contribution to towards plants.

Parking at Amroth. After the meeting last month the clerk wrote to Mr Hare (PCNPA) with a number of questions which were answered via email. Mr Hare reiterated that there would be no charge for parking this year.
It was agreed that the clerk request the toilets at the New Inn end of Amroth should be removed. The Council were very disappointed that were closed and will remain closed as a result of money saving measures. Clerk to contact Darren Thomas Highways.

Planning Aid Wales are offering free training sessions to T&CC in April at PCNPA. We can sent up to 3 representatives. 12th April 4pm-6.30pm PCNPA offices, Llanion Park, Pembroke Dock.
From 1st April there will be a charge for pre application planning advice.
The Welsh Language legislation is coming into force and failure to comply with standards attracts a £5,000 fee. Currently the directive is for the County Council, then Health Service and in a number of years Community Councils.

Bingo has started on Friday night’s doors open at 7pm, eyes down at 8pm. The playing field is being used by families. The parish newsletter is now being distributed locally. Everyone liked the new format and style.
It was agreed a sign be positioned near the bus shelter to direct people to the play area.

EC/15/0124 Land Adj to Villa St Helens Cliff Rd A copy of a letter sent to Ms Karen Bolton PCNPA Planning enforcement 16th March from from AE Dinan has been received. It was read out at the council meeting and outlined objections to the findings of the enforcement officer. Response from Karen Bolton (PCNPA) 18th March was also read out.
The council agreed the clerk should send another letter to the enforcement officer about the site. Disagreeing strongly with the decision.

Letter from Minister for Public Services (WG) Leighton Andrew regarding guidance on the Wellbeing for Future Generations Act 2015.
Governance and Legislation: - Local Government ethical framework, a letter has been received about the following statutory instruments, which come into force on 1 April 2016: ‘The Local Government (Standards Committees, Investigations, Dispensations and Referral) (Wales) (Amendment) Regulations 2016’; and ‘The Local Authorities (Model Code of Conduct) (Wales) (Amendment) Order 2016’.
The main changes are that the responsibility for maintaining the register of interest of members of CC is transferred from PCC monitoring officer to the proper officer (clerk) of each CC with effect from 1 May 2015.
Member’s declarations on website: -Community councillors are not required to register certain financial and other interests upfront, but must be disclosed at the time there could be conflict of interest. The clerk must maintain a monthly register on the website of the interests that members have declared at each meeting (references in Council minutes do not comply).
An obligation on a member to report a potential breach of the Code to the Ombusdman for Wales is omitted from the Code. ACC must adopt a revised code of conduct by 26 July 2016 (ideally we could adopt it before the AGM in May). Clerk to distribute copies of changes and model code to Councillors.

Letter from the Planning Inspectorate. The Planning Wales Act 2015 introduces a new type of development Developments of National Significance (DNS). Decisions on DNS will be made by WG not local planning authority. The clerk has registered to receive notification of any DNS in our area.
Other Matters
Complaints have been received about a pot hole outside Penglyn.
Someone has dumped 4 green bags in the bus shelter, although Cllr Lewis has contacted PCC the bags are still there.
There is a section of waste land at the back of Amroth parish hall that could be turned into parking for tenants and residents, which would prevent people using up the village hall spaces and parking on the grass.
There has been a request for flowers on the sea front which has been declined.

MATTERS DISCUSSED AT FEBRUARY MEETING 2016
The chair welcomed everyone to the meeting and introduced Mr Alan Hare from Pembrokeshire Coast Nation Park Authority who had been invited to discuss the proposed introduction of Parking Charges at Amroth.
As a result of reduced income the National Park are looking at ways to save money as well as potential income generation. They currently look after 10 carparks around the coast. Members and officers agreed they did not want to increase parking costs, but looked at increasing the number of car parks where they charge, Amroth, Nolton Haven, West Angle Bay are being looked at.
The National Park recognise there is a potential negative affect to business, but that evidence shows this tends to be only short term. The charge will only be during the holiday season and during the day (no evening charge). They will also offer a season ticket (£70) and a single site car park (£25).
They will not be charging in Amroth this year, as the idea has to go through a consultation phase.
The Councillors discussed the projected income for the car park whilst taking into account the cost to run it as a pay and display with enforcement as well as money collection. The Council was not convinced this would be profitable to the NP. And suggested the NP look at the potential revenue and costs before a decision is made. The NP had estimate about 80 spaces in Amroth and were counting on it being full for a large part of the season. Mr Hare suggested the Council provide evidence on the low use of the car park over the season.
Cllrs were also concerned for residents who rely on the car park and the business that comes to Amroth because of it’s free car park.
Cllrs also questioned how the NP legally came into possession of the car park as it was originally compulsory purchased for council houses. Mr Hare said the Car park has been in NP ownership since before 1980s.
The consultation will be run by PCC and ACC will be written to when it formal starts.

Cllr Jones has written to the Council 1st February offering his resignation. The Council would like to thank Mr Jones for all his hard work and service over the many years being a councillor for the community.
Road sinking on Amroth Hill again. It looks like someone from highways have been to have a look at it recently and sprayed around the pot holes.
Noticeboard for Wisemans Bridge and Llanteg are currently being made.
Noticeboard Llanteg. A letter has been received from the owners of York Lodge, requesting confirmation in writing that the noticeboard is not on their land and supporting evidence of this.
The notice board is deteriorating and a new one will be made. It was agreed the new one will be positioned in Llanteg between the seat and the bus shelter.

Havens community council have visited Amroth.
Silcox coaches have responded to the councils query regarding the winter bus timetable which does not include a Saturday bus. The service stopped as it was not commercially viable to run.

The stretch of road from Crunwere House to Furzy Park is going to be dug
up and drains put in. This work will
commence on 7th March 2016.
There will be pedestrian access and emergency vehicle access.
There is currently a consultation regarding the closure of the Avenue
centre, Tenby. A number of our community
members use the Avenue centre. The
Council agreed a letter should be sent objecting to the closure of the centre
on behalf of our community.

Activities going on: - Badgers bowls from East Williamston
on Tuesday and Friday evening. Llanteg
bowls on Monday and Thursday. Wednesday
7pm fitness class in the hall.
Sunday church service has started in the Village Hall 10am
and also a Sunday school which is very well attended.

Kilgetty CC but clerk did not receive email regarding this application. Therefore no representation was made to PCC
regarding this application. The clerk
has contacted planning at PCC who are aware of the issue and the clerk will
monitor the website fortnightly.
There has been a request that the footpath SP/10/18/1 that was re-opened
last year should have a slight deviation of the path in-front of Ruel Wall,
Llanteg.

letter from Cllr Peter Stock regarding the ‘No campaign to Dyfed’ has been
received.
A letter has
been received from Mr and Mrs Mosley of York Lodge, regarding re-siting of the
notice board in Llanteg. The Community
council discussed the request to move the noticeboard and agreed that it’s not
on Mr and Mrs Mosely land and should remain where it is until it needs to be
replaced, at which time a new site will be looked at.

The council discussed whether to commemorate the Queen's 90th
Birthday Beacons - 21st April 2016. A guide has been received about lighting

Cymru’n Cofio Wales Remembers 1914–1918, led by WG, and the First World War
Centenary Partnership, led by Imperial War Museums, are inviting organisations
and individuals working on First World War Centenary projects in Wales, large
or small, to attend an event on 28 January 2016 at Aberystwyth University.
Bangor University are organising a ‘citizen science’
inter-tidal project taking place partly in Wisemans Bridge and Saundersfoot.
