MATTERS DISCUSSED AT DECEMBER MEETING 2015
Outstanding issues
Road sinking on Amroth Hill. Nothing to report other than the repair is on the county council work programme.
Noticeboards at Wisemans Bridge, permission from Robert Kemble at the Wisemans Bridge Inn will be sought for the noticeboard to be cited near the campsite entrance.
The stile on footpaths SP1/6 and 1/7 and SP1/26 have been fixed.
The reposition of the seats in the memorial garden, Amroth are scheduled for the New Year.
A letter has been written to PCC planning regarding the distracting advertising boards on A4777.
A letter from the ombudsman and monitoring officer has been received acknowledging the Councils correspondence.
There was a discussion regarding the intention of the National Park to start charging for parking at Amroth. The clerk will send a letter to Alan Hare Finance officer at the National Park along with an invitation to attend the Council meeting in February to discuss the parking proposal and consultation.
County Councillor Brinsden
There has been a drainage problem at the bottom of the hill in Amroth near Temple Bar. Pembrokeshire County Council are going to put this in work schedule.
Llanteg Community Hall and Association
A number of hitches have been stolen from the Caravan Centre Crofty.

15/0630/PA Little Garness, Llanteg Construction of forestry track and bridge. Conditionally approved.
• Before the development commences details of a surface water management plan shall be submitted to and approved in writing by the Local Planning Authority. Development shall be carried out strictly in accordance with the approved details prior to the commencement of the development hereby permitted being brought into use.
• No development or site clearance shall commence until the local planning authority have been informed in writing of the name of a professionally qualified Ecologist who is to be present during the undertaking of the construction of the bridge
• There shall be no commercial logging vehicle access to the site from Leggerland Road.
• You must obtain the prior written consent of the owner and occupier of any land upon which it is necessary for you to enter in order to construct, externally finish, decorate or in any other way carry out any works in connection with this development including future repairs/maintenance, or to obtain support from adjoining property.
15/0680/PA Erection of dwelling (in retrospect) Bay Vu, Llanteg. Application will be heard by Planning and Public Rights of Way Committee on 15/12/15. The community Council were given an opportunity to attend and address the committee.
NP/0363/FUL West winds, The application has been reported to the Development Management Committee 16/12/15. The council is unable to send a representative.
Clerk to check with planning Ref 15/0663/PA - agriculture building. Email notification has not been received by the clerk, however consultation on the plans are online. Also online, is the decision on planning ref 15/0664/PA The temporary dwelling has been refused 17/11/15, on the ground, “the development fails the justification tests for temporary residential unit in association with new business in open countryside. Development fails to demonstrate enterprise has been planned on a sound financial basis and that there is a clearly established need for a full time worker.”

MATTERS DISCUSSED AT NOVEMBER MEETING 2015
At the beginning of the meeting the council expressed their condolences after receiving the news of the death of Patrick Hayes who previously sat on the council.

Outstanding issues to be addressed:-   
  • Road sinking on Amroth Hill. Cllr Brinsden has spoken to highways who are in communication with Welsh Water, they will continue to do temporary improvements until Welsh Water can fix the problem at source.  
  • Noticeboards It was agreed to place a new noticeboard in Wisemans Bridge, Cllr Harries will arrange for this to happen. All the noticeboards which require paint / varnish will be done in the Spring 2016.
  • The stile on footpaths SP1/6 and 1/7 and SP1/26 have still not been fixed.  Clerk to contact PCNPA.
  • Cllr Harries will contact Gerald Davies (Whitland) about moving the seats in Amroth memorial garden.
  • Speed signs and advertising signs on A4777 .  The trunk Rd agency are awaiting data from Dyfed Powys Police regarding speeding, they are finalising guidance on the use of vehicle activated signage and will consider our request.  With regards the signage, an agent will review the signs within the highway boundary, those that are not in the boundary are responsibility of the landowner and PCC in terms of planning.  Clerk to write to PCC planning regarding the signs.
  • A letter has been written to the Ombudsman and copied to the monitoring officer, complainant and councillor involved. Receipt of this letter has been received and additional form completed.
  • PCNPA planning enforcement officer is investigating ‘log cabin’ on land adjacent to Villa St Helens.  
  • It was agreed at the last meeting that the council would pay for someone to keep the Memorial garden at Amroth tidy.
County Councillor Brinsden – Christmas refuse collections only effect those who get their rubbish picked up on a Friday.  There are a number of current consultations going on.
Welsh Water are investing in a new mains in Pembrokeshire, but no investment in sewage.

Cllr Brisden left the room during the following discussion.  A letter has been received from Hayston Developments and Planning ltd regarding (retrospective) planning application that the community council looked at last week (15/0680/PA).   Hayston developments are working on behalf of the neighbour who is objecting to the retrospective planning.  The letter is a record of a meeting held with the neighbour and head of planning PCC.

Other Matters

There was a discussion around parking in Amroth and the possibility of a charge being made.  It was felt a strong objection to this must be sent to PCNPA from the Community Council.  Cllr Davies has agreed to draft a letter and circulate.

A Few Items Taken from the October 2015 Meeting
 LLLANTEG MATTERS DISCUSSED AT OCTOBER MEETING 2015
The chair welcomed Anne Slade from Saundersfoot Bay Chamber for Tourism who talked about the work they have been doing over the last 18 months and to request feedback from the Community council regarding future opportunities and ways of working together. Anne invited businesses to get involved with the Chamber and talked positively about working together. It was suggested the map be amended to show the beach at Amroth. A website visitsaundersfootbay.com has been developed to provide both visitors and locals with information about Saundersfoot and the surrounding area. Local organisations are invited to send in information about events being held to help promote them. The Chamber can be contacted by emailing saundersfootchamber-tourism@yahoo.co.uk
Before the ordinary business of the meeting Cllr Harries informed the council of the need to address a serious complaint which has been received by the clerk.
The Clerk had received two letters of complaint against a Community Councillor from a Ward member. These letters were dated 10th and 15th October respectively. The family of the complainant were present at the meeting. Prior to any discussions taking place three members of the Community Council declared Personal and Prejudicial interest in the matter and left the meeting room.
The Clerk and Chair then read out the letters of complaint. The complainants were asked if they were happy that their complaint had been heard in full by the Council. They stated that they were and then left the meeting for the matter to be discussed by Councillors.
Council debated the matter and decided unanimously that a serious breach of the Councillors Code of Conduct had taken place and that the matter should be reported to the Welsh Public Services Ombudsman with a copy going to Ms Claire Jones, Pembrokeshire County Council Monitoring Officer.
The three Councillors who had declared an interest were then summoned back into the meeting room and informed of the action to be taken.
Outstanding issues to be addressed:-
Noticeboards It was agreed to place a new noticeboard in Wisemans Bridge, Cllr Harries will arrange for this to happen. Other noticeboards will be painted spring 2016.
Land east of Folly Cottage (14/0939/PA) Llanteg. The response from the enforcement officer is that The shed ‘as built’ appears in accordance with the approved plan except for the omission of a door and a window on the western elevation. The omission of this fenestration detail does not cause any concern and has the effect of making the appearence of the shed less like that of a dwelling. No further action required.
The Trunk Rd Agency has been contacted regarding the speed signs and distracting signs on A4777 . This letter has been acknowledged by the WG who are dealing with any queries.
County Councillor Brinsden –
The County Council are looking at a £18 million cut to the budget next year. There will undoubtedly be some cuts to services provided by the County Council over the next 12 month. It seems there will be more pressure falling on Community Councils to look after local services which will have an impact on the local precept.
Llanteg Community Hall and Association
A 3 mile walk around Lawrenny has been arranged for Saturday 7th November. People are to meet at Llanteg Village Hall 1.30pm at or Café at Lawrenny at 2pm.

Cllr Brinsden left the room during the discussion of this application. Objection, the Council do not support retrospective planning unless in exceptional circumstances, and building should cease until planning has been agreed.
Correspondence
Revd Marianne Osborne requesting the Community Council supply a Christmas tree and decorate it in the church. It was agreed that on this occasion the community council would decline the offer.

Llanteg Village Hall and Community Association thanking the Community Council for the picnic tables.
Mental Health Project group with information.
Invitation from Welsh Government to attend a conference about the Public Service Board which will take over from Local Service boards (April 2016) and will have the responsibility of improving integration of public services. Millennium Stadium Thurs 26th Nov.

Bus and Transport Service survey Wales. Deadline 21st October.
PCC have developed a charter between the community Councils and the County council. Views on the charter have been requested by 2nd November.
Code of Conduct – information has been sent to councillors.
The heritage lottery is looking to appoint a trustee. The advert has been sent to the community websites.
‘Lets Talk Health’ engagement events, posters to be put up locally.
Consultation on active travel plans (walking and cycling) routes.
A petition regarding parking charges in highstreets received.
2014/15 Audit The annual return was approved and accepted by the Council. The notice of conclusion of audit has been displayed in community notice board for 14 days. The new external auditor 2015/16 will be Grant Thornton.
It has been confirmed that the Parish Hall is responsible for fencing around the play area not PCC. The Council agreed they would support the hall financially for the play area fencing.
The precept and clerks salary review will be looked at during the November meeting.
Other Matters
Cllr Maudsley was congratulated on becoming chair of governors at Stepaside School.
It was agreed the council would pay for someone to keep the Memorial garden at Amroth tidy.
The pathways on the road leading from the A477 towards Amroth need to be cut back.
Cllr J James had attended the monthly police meeting in Saundersfoot recently. A couple of points of interest; there is a new Inspector for the area. The Sands night club has closed and will not re-open as a night club. There has been reports of large scale cockle picking on Glen Beach, Saundersfoot.

A Few Items Taken from the September 2015 Meeting
Outstanding issues to be addressed:-

Road sinking on Amroth Hill. Cllr Brinsden will talk to head of highways at PCC to see if they can make any progress with Welsh Water.

Cliff Falling. A new sign will be place at the top of the pedestrian access.

Channel View, Summerhill. An application for retrospective planning has been submitted.

The clerk has completed an audit of the community council noticeboards and sea front benches. The majority are in good working order but need a lick of paint/ varnish. A noticeboard is required for Wisemans Bridge. Cllr Harries will action this.

Pen-y-daith, Pleasant Valley. A letter has been received from the enforcement officer. There has been no breech of planning.

Land east of Folly Cottage (14/0939/PA) Llanteg. Planning enforcement officer is investigating.

The timber fence alongside Toad hall to slip way at Amroth has not been fixed. Clerk to Chase up with PCC.

Clerk to contact Sean Tilling (footpath officer PCC) regarding 3 stile on SP1/6 and 1/7 and SP1/26) land.

A letter has been sent to the organisers of the Long Course Weekend after receiving numerous complaints from residents. Particularly regarding the two accidents in the community. Additional complaints include cycling at dangerous speeds, bad language, cyclists kicking cars and urinating in gateways. Subsequently a letter has been received from a resident regarding the Long Course – Ironman and other cycle events and correspondence from Dyfed Powys Police regarding the complaint. The letter reiterates our suggestion about third party insurance. Requesting involvement in any future consultations.

Llanteg Community Hall and Association – There is a keep fit class on Wednesday between 7-8pm at Llanteg Village Hall. Also IT classes are available at the hall run by Diane Robinson.


Amroth and District Community Association -

There has been a lot of parties in the hall which is has weekend bookings up until the middle of October. The picnic tables are a success. Goodwick community brass band are playing on 27th November. Black Heart on 12th December. The Stepaside Methodist chapel has a table top sale 21st November. Everyone welcome.


The playing field has been inspected over the holidays. Minor alterations will be made. Cllr Brinsden will enquire about who has responsibility for the fencing. The association hosted a visit organised by PLANED who brought other community groups to look at the hall and play area.

There will be temporary speed restrictions on the A4777 between Old Amroth Rd and East Williamston over the Autumn as part of programmed works.

It was suggested the seats in the memorial garden (Amroth) be moved and a memorial bench be placed in the garden. The clerk, Cllr Harries and Cllr Davies to organise.


Saundersfoot Bay Heritage Trust -You may have noticed the picture of a boy from a long gone age as you walk along the Strand in Saundersfoot or by the front in Amroth. The trust are planning a permanent exhibition to be housed at Colby Woodland Garden (above the Bothy Tea-room), which will promote the history of Colby, in particular the significant impact of the Coal Industry both at Colby and the surrounding area. If you have any information /stories from grandparents or family /artefacts or anything that you feel may be of interest that could be included in the exhibition, we would love to hear from you. It was agreed to invite Saundersfoot Bay Chamber for Tourism to our October meeting to talk about their activities.

A Few Items Taken from the July 2015 Meeting
Outstanding issues to be addressed:-  
Clerk to audit the Noticeboards before the September meeting to see which need improving/ replacing.
Email has been sent to PCC enforcement officer to investigate 14/0939/PA land east of folly cottage, Llanteg
Re- surfacing planned work by PCC did not cover Tresselly rd to A477. This has been passed to Rob Evans highways assessment manager.
Mr Mike Abel has kindly begun tidying the Amroth memorial garden on a voluntary basis.

County Councillor Brinsden – was unable to attend but has provide an update on PCC. Mr Ian Westley has been appointed as the new CEO of PCC.  There were 15 applicants for the position from all over the Country including Shetland Isles.  I am sure that under Ian's stewardship we can look forward to a much more open and accountable regime and public relations will improve.
I have received a few complaints regarding the Long Course weekend, mainly about the cyclists using foul language towards other road users and riding at speeds in excess of speed limits and in a very dangerous manner.  I have reported this to the Streetcare Dept at PCC.  If you have received an email from County Hall perhaps you could also reiterate these complaints on behalf of ACC.


Llanteg Community Hall and Association
New Benches have arrived and been installed they are fantastic. Thanks to Cllr Harries who organised the delivery and positioning of the benches, as well as Mike Abel for also helping.
Ludchurch Horticulture show will be held in Llanteg Village Hall 7th August.

The Council felt very strongly that they needed to provide feedback to the organisers of the Long Course Weekend after receiving numerous complaints from residents.
The council have requested the clerk contact PCC footpath officer about the diverted rights of way that used to cross Blancilgoed quarry after feedback had been received regarding them being prevented from walking around the quarry

We have co-opted another councillor  Cllr Rosemary Tippet Maudsley.  Also Pauline Davies will be co-opted next month, replacing Partick Hayes who has resigned.  The new chair is Martyn James,  vice chair remains the same.

Llanteg Community Hall and Association –   
Llanteg Charity fun day will be held on 26th July 12pm - 7pm in the field next to the old school garden.  There is a wide range of activities for the whole family being organised and everyone is welcome. It is free to attend and any money raised will be given to charity.  

 
Planning
Wind turbine at Middle Pool Farm, Eglwyscummin (North West Pendine).  Same application which was received in April.  Clerk has re-sent comments.

 
Correspondence
  • PCNPA improvement plan received – clerk to email to Cllrs
  • PCC licensing Act 2003. PCC is no longer able to share information about licence applications locally due to data protection. Applications will be displayed in the local papers and outside the relevant premises.
  • Letter from Saundersfoot Bay heritage regeneration trust enclosing a small booklet for publication.  Requesting a donation from the community council. It was agreed the community council would contribute £200 to the SBHRT for the booklet and request copies are available in our community council area. Clerk to email draft booklet to Cllrs
  • Newsletter from PALC.  The council would not be putting forward a representative to the committee at this time.
  • Request from PCC for information from any businesses/organisations that would like to promote their events/activities that are happening during 27th – 5th June
Training & events
  • Asset based community development workshops 2nd July
  • Armed forces day 2015. Invitation to attend (27/6/15), a Public Service of Thanksgiving organised by Pembroke Dock and Pembroke Town Councils.  
Consultations
  • Community based learning consultation events Tenby 10th June, Narberth 18th June
  • Libraries consultation 29th June Tenby
  • PCC consultation on affordable housing planning guidance 20th May – 2nd July.  Copies of the document are available on the council website.
  • PCC is changing – write up from engagement events held earlier in the year.  Lots of discussion regarding town and community councils. Clerk to email summary to Cllrs.
  • Hywel Dda University Health Board and Hywel Dda Community Health Council are holding a series of consultation events.  23 June DeValance 2-4pm

 
Other Matters
The Council expresses their deepest condolences to Cllr Harries at the loss of his mother recently.

 
Clerk to check other responsibilities for the Community council as an employer such as pension contribution and expenses.  The clerk was advised to keep record and receipts of expenses and mileage (the council rate being 0.45ppm).

A vacancy exists for a community councillor

Any interested residents of the Community (which includes Stepaside, Llanteg, Summerhill and Pleasant Valley) and are eligible to stand as a community councillor are invited to apply. This is an opportunity to take an active part in decisions affecting your community.


The eligibility criteria are:
  1. A Commonwealth citizen (includes a British subject);
  2. Is aged 18 or over;
  3. Is an elector;
  4. Either for the past twelve months:
    1. has resided in the community
    2. or within three miles of it;
    3. or occupied land or premises in the community as an owner or tenant
    4. or has their principal or only place of work there.

If there is no request for an election the successful applicant will be co-opted to join the Community Council and invited to attend meetings on the penultimate Thursday of the month.

A Few Items Taken from the May 2015 Meeting

Outstanding issues to be addressed:-
  • New Councillor Vacancy –1 application has been received. The application was read out to the council by the clerk. It was agreed to invite the applicant to the next meeting to be co-opted onto the council. Clerk to send a letter.
  • Noticeboards – Clerk to obtain prices.
  • An email has been received from the owner of a memorial bench about repairs. Cllr Harris has confirmed that the bench has indeed been fixed. Clerk to relay this information.
County Councillor Brinsden – Recently attended the PCC AGM. He now sits on (and therefore has responsibility for) planning. The Councillors congratulated Cllr Brinsden on being elected as vice Chair of PCC and Cllr J James congratulated Cllr Brinsden on behalf of the residents of the Crunwere ward.

Llanteg Community Hall and Association – Nothing to report.

Planning

Cllr Brindsen declared an interest and took no further part in the planning discussion.

  • Temporary traffic restrictions/ closures commencing for resurfacing 25th May (on a rolling programme).
  • A resignation letter has been received from Cllr Hayes. Clerk to send a letter of thanks and to advertise the new vacancy

Audit
The Internal Audit has been carried out for the Community Council. The Community Council has agreed and approved the accounting statements as of 31st March 2015 for the financial year 2014/15. The audit has been sent to BDO for external auditing.

A Few Items Taken from the April 2015 Meeting

Outstanding issues to be addressed:
  • Speed signs on A477 Llanteg. A letter has been received from Edwina Hart office. 40 mile per hour speed restriction to be retained. They will be considering vehicle activated signs later in the year. They will also liaise with police regarding the need for speed enforcement in the area.
  • Section of road between Pen y Bryn and The Mill, Pleasant Valley, the road has come away at the edge of the tarmac creating a dangerous drop. Also road collapsing on one side South of Finlandia, Trelessy Rd, Llanteg. Clerk has spoken to Hugh Marriot at PCC who has said the Llanteg section is on the ticket to be improved and will send someone out to look at the road at Pleasant Valley. Clerk to chase up progress on this.
Llanteg Community Hall and Association – Planning continues for the July 26th Summer Charity Fun Day which is going to be a great event with demonstrations, games, bouncy castles etc.

  • From 1st May T&CC are required to publish information electronically (i.e. on a website) this includes information about the clerk and members, minutes and audited statement of accounts. Clerk to check information is retained on the Llanteg Association Website and Amroth Community Association Website.
  • Duty to establish and maintain the register of members interest is transferred from the monitoring officer to the ‘proper officer’ of the community council.
  • Register of interests must also be published electronically i.e. on the authority’s website.


Audit & Finance
Financial statement for councillors was presented, in preparation for audit and this was unanimously agreed by the Community Council to be noted. Part 1 of the Annual Return to be agreed and signed. The Asset Register for 2013/14 to be adjusted and signed. Notice for audit information to be displayed in the community.

The Council decided on the style of picnic bench to be purchased for the two Community Associations. To be positioned at the play park in Summerhill and the Claypits in Llanteg. It was agreed that one of the noticeboards needed replacing. Clerk to order 4 picnic benches and supply information on style and price of noticeboards for the next meeting.

Dates of 2015/16 meetings agreed. December meeting 17th as penultimate Thursday falls on Christmas Eve.

A Few Items Taken from the March 2015 Meeting

Before the meeting began Mr Paul Harries the new head teacher from Stepaside School met with the Community council and gave an update on activities happening in the school.  He hoped the school and community will continue to work closely together.  Information is regularly updated on the school website www.stepasideschool.co.uk and Mr Harries is happy to email information to the community council via the clerk and vice versa.

Outstanding issues to be addressed:-

Transparency - PCC are becoming more transparent and a meeting had been arranged for residents to come and talk to the Council.  They would like to see as many Community Councillors as possible.
The nearest meeting was at Bloomfield, Narberth, March 2nd - 7-9pm.
Benches - the Clerk was to contact the firm that had supplied the benches for the materials needed.  Clr Harries would arrange repair.  (This may only relate to Amroth?)
